iOS 16.3.1 can be obtained on eligible iPhones and iPads via an over-the-air download by navigating to Settings > General > Software Update.
According to Apple's release notes, iOS 16.3.1 consists of multiple bug fixes, which address issues with iCloud and Siri requests for Find My, and further optimizes Crash Detection for the iPhone 14 lineup.
iCloud Settings Fix
The iCloud settings fix may address an issue that could lead to some individuals being unable to enable automatic iCloud backups.
