Issue
chrony cannot sync with server with error message: Chronyd is not synchronizing with NTP server.
$ chronyd -q 'server x.x.x.x iburst'

Resolution
Check firewall to NTP Server port 123 UDP
Check routing to NTP Server
Maybe any firewall drop NTP packet.
Use another IP of NTP Server interface.
