Tamil Nadu Panchayat Software Glitch Delays Property Tax and Water Bill Payments


For over 75 days, residents across Tamil Nadu have faced frustration and financial setbacks due to a major delay in issuing property tax and water bills by village panchayat administrations. The disruption was caused by a statewide software update, which kept the billing system offline since April 2025.
Despite assurances from officials, the server remained down for over two months, leaving residents and businesses unable to pay their dues or access critical government services linked to property tax payments.
Residents and Businesses Bear the Brunt
The delay affected thousands of residents, particularly those who had recently constructed homes or were looking to access government-related utilities and loans.
Costly Electricity Bills for New Homeowners
Take the case of T Mani, a resident of Ganesapuram in Coimbatore district, who completed his new home in April 2025. Due to the delay in property tax assessment, he was unable to switch to a regular electricity line. As a result, he’s been paying Rs 4,000 per month on temporary electricity at a steep rate of Rs 10 per unit, instead of the usual Rs 2 per unit.
"Had the house tax been assessed, I could have submitted it to the EB office and reduced my electricity charges significantly," Mani said.
Loan Approvals Delayed for Industrial Units
The glitch also affected industrial operations. A unit operator in Annur Taluk reported that banks had declined his loan application due to the absence of a valid property tax receipt for the current financial year.
"We couldn’t proceed with financial planning or secure bank loans, which required proof of paid property tax," he added.
Activists Speak Out on Public Impact
R Govindharaj, a social activist from Kattampatti Panchayat, emphasized the additional burden this placed on rural communities:
"People in newly constructed homes are being forced to spend extra money on electricity. It's unjust when the delay is due to an administrative lapse."
What Went Wrong? Panchayat Officials Explain
An official from the Assistant Director’s Office (Panchayat), Coimbatore, explained that the delay was due to a major software upgrade intended to align the panchayat billing system with municipalities and corporations, allowing biannual tax payments.
"The goal was to modernize the system. Unfortunately, the update took longer than expected. But as of Thursday (June 20, 2025), the software is now operational, and residents can begin paying their taxes again," the official confirmed.
Looking Ahead: A Wake-Up Call for Digital Governance
While the upgrade aims to bring uniformity and convenience in the long term, the unexpected delay has exposed the fragility of public digital infrastructure and the lack of contingency plans during transitions.
With the system now restored, panchayat residents are urged to check their property and water tax status and clear any pending dues. However, the incident also raises important questions about communication, transparency, and preparedness in the digital rollout of public services.
