The Government of India is committed to empowering traders and wholesalers across the country by implementing various schemes and initiatives aimed at boosting their business growth. Through programs like those facilitated by NSIC, the government provides access to affordable credit, technology upgradation, skill development, and market linkages, enabling small and medium-sized enterprises to expand their reach both domestically and internationally. These steps are designed to create a more conducive environment for trade, reduce operational challenges, and foster sustainable growth for traders and wholesalers.

By providing financial assistance, training, and policy support, the government aims to help traders and wholesalers scale new heights, create employment opportunities, and contribute to the nation’s economic development. These initiatives reflect the government’s commitment to building a resilient and competitive trading community that can thrive in an increasingly globalized market.

NSIC Scheme for Wholesales & Retail Traders (AWRT)

The scheme is called as Assistance to Wholesalers and Retail Traders (Abbreviated as — AWRT) for purchase of Materials/ Goods and Service against security of Bank Guarantee.

PURPOSE OF THE SCHEME In order to assist Wholesaler and Retailers belonging to Micro, Small and Medium Enterprises (MSME), having Udyam Registration Certificate, NSIC arranges to provide Working Capital Requirements. The assistance will be given for purchase the goods from the wholesalers/manufacturers /Retailers which is not prohibited by law or opposed to public interest.

In case of traders involved in trading stock i.e “in commodity market” may not be considered for this purpose. Arrangement with Bulk Supplier and from the suppliers (other than with whom MOU arrangement is made) may be as under:

a. Bulk materials namely Aluminium, Zinc, Copper, Iron & Steel, Cement etc., which are arranged through NSIC entering into a Memorandum of Understanding with their manufacturers.

b. Materials/ goods from the suppliers (other than with whom MOU arrangement is made) on the specific request of the Micro, Small and Medium Enterprises.

Under both (a) and (b) arrangements, the supplier is selected by the MSMEs and payment at the request of unit is released by NSIC directly to the supplier.

This manual intends to impart the procedure and guidelines to all offices of the Corporation while providing assistance to MSME units as Wholesaler and Retailer for Material/ Goods and Service under our Raw Material Assistance Scheme (against the security of Bank Guarantee only).

SCOPE OF THE SCHEME To establish a proper procedure for ensuring that Wholesalers and Retailers are served properly, and to impart guidelines to all offices of the Corporation while providing assistance to Wholesaler and Retailer (MSME units) for purchase of Material/ Goods and Service under Assistance to Wholesalers and Retail Traders termed as AWRT Scheme.

Meaning of Wholesaler- MSMEs units engaged in that form of trade in which goods are purchased and stored in large quantities and sold, in batches of a designated quantity, to resellers, professional users or groups, but not to final consumers.

Meaning of Retailers- MSMEs units engaged in buying products from a manufacturer or wholesaler and selling them to end users or customers.

Meaning of Agents which inter alia includes distributors, consignment agents, traders, commission agents- “Agents” means a person, including a factor, broker, commission agent, an auctioneer or any other mercantile agent, by whatever name called, who carries on the business of supply or receipt of goods or services or both on behalf of another;

Eligibility Criteria: The eligibility criteria for Wholesalers and Retailers (MSMEs) who are desirous to avail assistance under Material/ Goods and Service AWRT Scheme would be –

Limit sanctioned to be calculated as follows:

30% of the average Sales of last three years of the unit (Subject to bank sanction limit w.r.t Bank Guarantee)

एमएसएमई व्यापारी, घाऊक विक्रेत्यांना सक्षम करणे

एन.एस.आय.सीने बँक गॅरंटी-आधारित वित्तपुरवठा द्वारे एमएसएमईंच्या कार्यरत भांडवलाच्या गरजा पूर्ण करण्यासाठी घाऊक विक्रेते आणि किरकोळ व्यापाऱ्यांना सहाय्य (AWRT) योजना सुरू केली आहे.

भारत सरकार देशभरातील व्यापारी आणि घाऊक विक्रेत्यांना त्यांच्या व्यवसाय वाढीला चालना देण्यासाठी विविध योजना आणि उपक्रम राबवून सक्षम करण्यासाठी वचनबद्ध आहे. एनएसआयसीने सुविधा दिलेल्या कार्यक्रमांद्वारे, सरकार परवडणारे कर्ज, तंत्रज्ञान अपग्रेडेशन, कौशल्य विकास आणि बाजारपेठेतील दुवे प्रदान करते, ज्यामुळे लहान आणि मध्यम आकाराच्या उद्योगांना देशांतर्गत आणि आंतरराष्ट्रीय स्तरावर त्यांची पोहोच वाढवता येते. व्यापारासाठी अधिक अनुकूल वातावरण निर्माण करण्यासाठी, ऑपरेशनल आव्हाने कमी करण्यासाठी आणि व्यापारी आणि घाऊक विक्रेत्यांसाठी शाश्वत वाढ वाढवण्यासाठी हे पाऊल डिझाइन केले आहे.

घाऊक आणि किरकोळ व्यापाऱ्यांसाठी NSIC योजना (AWRT)
या योजनेला बँक हमीच्या सुरक्षिततेवर साहित्य/वस्तू आणि सेवा खरेदी करण्यासाठी घाऊक विक्रेते आणि किरकोळ व्यापाऱ्यांना (संक्षिप्त — AWRT) सहाय्य असे म्हणतात.

योजनेचा उद्देश उद्योग नोंदणी प्रमाणपत्र असलेल्या सूक्ष्म, लघु आणि मध्यम उद्योगांशी संबंधित घाऊक विक्रेते आणि किरकोळ विक्रेत्यांना मदत करण्यासाठी, NSIC कार्यशील भांडवल आवश्यकता प्रदान करण्याची व्यवस्था करते. कायद्याने प्रतिबंधित नसलेल्या किंवा सार्वजनिक हिताच्या विरुद्ध नसलेल्या घाऊक विक्रेते/उत्पादक/किरकोळ विक्रेत्यांकडून वस्तू खरेदी करण्यासाठी सहाय्य दिले जाईल.

साठा व्यापारात गुंतलेल्या व्यापाऱ्यांच्या बाबतीत म्हणजेच “कमोडिटी मार्केटमध्ये” या उद्देशासाठी विचारात घेतले जाऊ शकत नाही. मोठ्या प्रमाणात पुरवठादार आणि पुरवठादारांकडून (ज्यांच्याशी सामंजस्य करार केला आहे त्याव्यतिरिक्त) व्यवस्था खालीलप्रमाणे असू शकते:

अ. अॅल्युमिनियम, जस्त, तांबे, लोखंड आणि स्टील, सिमेंट इत्यादी मोठ्या प्रमाणात साहित्य, जे NSIC द्वारे त्यांच्या उत्पादकांशी सामंजस्य करारात प्रवेश करून व्यवस्था केली जाते.

ब. सूक्ष्म, लघु आणि मध्यम उद्योगांच्या विशिष्ट विनंतीवरून पुरवठादारांकडून (ज्यांच्याशी सामंजस्य करार केला आहे त्याव्यतिरिक्त) साहित्य/वस्तू.

(अ) आणि (ब) दोन्ही व्यवस्थांनुसार, पुरवठादाराची निवड एमएसएमईद्वारे केली जाते आणि युनिटच्या विनंतीनुसार पेमेंट एनएसआयसीद्वारे थेट पुरवठादाराला दिले जाते.

या नियमावलीचा उद्देश महामंडळाच्या सर्व कार्यालयांना प्रक्रिया आणि मार्गदर्शक तत्त्वे प्रदान करणे आहे, तर आमच्या कच्च्या मालाच्या सहाय्य योजनेअंतर्गत (फक्त बँक हमीच्या सुरक्षिततेविरुद्ध) एमएसएमई युनिट्सना साहित्य/वस्तू आणि सेवांसाठी घाऊक विक्रेता आणि किरकोळ विक्रेता म्हणून मदत करणे (केवळ बँक हमीच्या सुरक्षिततेविरुद्ध).

योजनेची व्याप्ती घाऊक विक्रेते आणि किरकोळ विक्रेत्यांना योग्यरित्या सेवा दिली जाते याची खात्री करण्यासाठी योग्य प्रक्रिया स्थापित करणे आणि घाऊक विक्रेते आणि किरकोळ विक्रेत्यांना (एमएसएमई युनिट्स) AWRT योजना म्हणून ओळखल्या जाणाऱ्या घाऊक विक्रेते आणि किरकोळ विक्रेत्यांना सहाय्य करण्यासाठी साहित्य/वस्तू आणि सेवा खरेदी करण्यासाठी महामंडळाच्या सर्व कार्यालयांना मार्गदर्शक तत्त्वे प्रदान करणे.

घाऊक विक्रेता म्हणजे काय — एमएसएमई युनिट्स ज्या व्यापाराच्या अशा स्वरूपात गुंतलेले आहेत ज्यामध्ये वस्तू मोठ्या प्रमाणात खरेदी आणि साठवल्या जातात आणि नियुक्त केलेल्या प्रमाणात बॅचमध्ये पुनर्विक्रेते, व्यावसायिक वापरकर्ते किंवा गटांना विकल्या जातात, परंतु अंतिम ग्राहकांना नाहीत.

किरकोळ विक्रेत्यांचा अर्थ — उत्पादक किंवा घाऊक विक्रेत्याकडून उत्पादने खरेदी करण्यात आणि अंतिम वापरकर्त्यांना किंवा ग्राहकांना विकण्यात गुंतलेले एमएसएमई युनिट्स.

एजंट्सचा अर्थ ज्यामध्ये इतर गोष्टींबरोबरच वितरक, कन्साइनमेंट एजंट, व्यापारी, कमिशन एजंट यांचा समावेश आहे — “एजंट” म्हणजे एक व्यक्ती, ज्यामध्ये घटक, दलाल, कमिशन एजंट, लिलावकर्ता किंवा इतर कोणताही व्यापारी एजंट, कोणत्याही नावाने ओळखला जाणारा, जो दुसऱ्याच्या वतीने वस्तू किंवा सेवांचा पुरवठा किंवा पावती किंवा दोन्हीचा व्यवसाय करतो;

पात्रता निकष: मटेरियल/वस्तू आणि सेवा AWRT योजनेअंतर्गत मदत मिळवू इच्छिणाऱ्या घाऊक विक्रेते आणि किरकोळ विक्रेते (MSMEs) यांच्यासाठी पात्रता निकष पुढीलप्रमाणे असतील -

मंजूर मर्यादा खालीलप्रमाणे मोजली जाईल:

युनिटच्या गेल्या तीन वर्षांच्या सरासरी विक्रीच्या ३०% (बँक हमीसह बँक मंजुरी मर्यादेच्या अधीन)
