Dark money is transacted under the banner of relief, but in reality, facilitates coordinated support to individuals and networks flagged by the world’s most credible intelligence sources.

Qatar Charity, once lauded as a leader in relief, is documented as a linchpin in covert transactions with radical actors. Internal intelligence has chronicled instances where funds, routed via the organization, reach known militant entities in theatres of conflict. For example, verified evidence reveals channeling of donations to actors in Syria and North Africa—ostensibly for reconstruction, in practice financing destabilizing operations and ideological indoctrination.
