Understanding the National Action Plan on Climate Change (NAPCC): A Green Framework for the Future


Climate change is no longer a future concept - it's here and it's happening right around us. India, with its extreme sensitivity towards climate change, required a concrete plan for addressing the growing environmental issues. It was then that the National Action Plan on Climate Change (NAPCC) stepped into the scene.
Introduced by the Government of India in 2008, NAPCC is an apex policy document that aims to foster a climate-resilient and sustainable India. The NAPCC sets forth eight primary "missions" that span every detail of the environment - from utilizing renewable energy sustainably to water conservation and an urban green way of life.

1. National Solar Mission
• Target: To increase the use of solar energy in India.
• It encourages solar panels on rooftops, large solar farms, and even cooking with solar energy.
• India wants to be a global leader in solar power and decrease its dependence on fossil fuels and coal.
Target: 100 GW capacity in solar power (achieved in phases).
2. National Mission for Enhanced Energy Efficiency (NMEEE)
• Mission: To foster energy-saving technologies and practices in offices, homes, and industries.
• It helps introduce such initiatives as Perform, Achieve and Trade (PAT) - where companies that save more energy are able to sell their excess.
• Encourages LED lighting, smart appliances, and energy-efficient production processes.

3. National Mission on Sustainable Habitat
• To make the cities greener, cleaner, and sustainable.
• Emphasizes public transport, energy-efficient buildings, waste management, and water conservation in cities.

4. National Water Mission
• To save water, minimize wastage, and enhance water-use efficiency by 20%.
• Deals with issues such as water scarcity, groundwater overexploitation, and irrational irrigation.

5. National Mission for Sustaining the Himalayan Ecosystem
• Aim: To preserve the fragile Himalayan ecosystem, critical to water security and biodiversity.
• Some of the areas of focus include glacier observation, forest cover conservation, and climatic impacts on mountain ecosystems.
• Also assists local communities and traditional knowledge systems.

6. National Mission for a Green India
• Target: To enhance forest cover and ecosystem services.
• Seeks to plant more trees, recover foreclosed lands, and conserve biodiversity.
• Invokes the participation of communities in forest management.

7. National Mission on Strategic Knowledge for Climate Change
• Targets: To enhance research and climate change awareness.
• Patronizes scientific institutions to research climate patterns, threats, and climate reduction technologies.

8. National Bio-Energy Mission (Recommended under Renewable Energy Projects)
• Not in the first eight during 2008, but highly stressed in the recent period.
• Objective: To produce energy from crop residue, organic waste, and biomass.
• Promotes bio-gas plants, biomass pellets, and other green fuel energy sources.
